India has skipped the meeting due to sovereignty concerns over the Dollars 50-billion China-Pakistan Economic Corridor.
The two-day meeting, the major event on the Belt and Road Initiative Forum since Xi proposed it first in 2013, is also considered the largest and highest-level global meeting held in China. "We will always welcome the participation from the Indian side", she added.

In the run-up to the forum, China had sought to allay India's concerns over the CPEC, saying that the project has no bearing on its stand on the Kashmir issue which should be resolved between India and Pakistan through dialogue.
China aims at having close ties with all neighbouring states for economic benefit and regional prosperity. "It is regrettable but not a problem that India still maintains its strong opposition to the B&R, even though China has repeatedly said its position on the Kashmir dispute would not change because of the CPEC", the article said.

The initiative has "entered a new era as it is in full swing", with 68 nations and worldwide organizations signing cooperation agreements with the host, Xi said. While CPEC is highlighted as "flagship project", the B&R includes the Bangladesh, China, India and Myanmar (BCIM) Economic Corridor, New Eurasian Land Bridge, China-Mongolia-Russia Economic Corridor, China-Indochina Peninsula Economic Corridor and 21st century Maritime Silk Road.
"It (Belt and Road) has bright future for development", she said, adding that the venture received a "very warm response" from the global community.
