"Democrats are firmly focused on taking real, effective steps to improve the lives of hard-working Americans and defeating Republicans' cruel barrage of attacks on the middle class", they wrote, pointing to their opposition to the pending Republican tax bill while acknowledging that Trump has "made statements and taken actions that are beyond the pale for most Americans".
They say legitimate questions have been raised about Trump's fitness to lead the nation, but say congressional investigations and a special counsel investigation should be allowed to continue.
Many Democrats joined the Republican majority in voting, 364-58, to table the resolution from Mr. All Republicans opposed the motion, along with 126 Democrats.
While Green is not the only member of Congress to have drafted articles of impeachment, he could become the first lawmaker to trigger a vote Wednesday.
Last month, a group of six Democrats, including Green, unveiled articles of impeachment accusing Trump of obstructing justice when firing former FBI Director James Comey; violating the Constitution's emoluments clause; and undermining the independence of the federal judiciary and freedom of the press.
The congressman also specifically cited Trump's comments after a deadly white supremacist rally in Charlottesville, Virginia, in August.
"He has harmed the society of the United States; brought shame and dishonor to the office of president of the United States; sowing discord among the people of the United States by associating the majesty and dignity of the presidency with causes rooted in white supremacy, bigotry, racism, anti-Semitism, white nationalism or neo-Nazism", Green said. House Minority Leader Nancy Pelosi (D-CA) called impeachment a waste of time and energy, while Senate Minority Leader Chuck Schumer (D-NY) urged patience for frustrated Democrats who wanted to bring impeachment proceedings against Trump.
Lawmakers voted on the motion to table, and not impeachment itself.
Despite the concerns from fellow Democrats, Green said he is pushing impeachment now as a matter of conscience.
